Domain names are handled by registrars approved by the Internet Corporation for Assigned Names and Numbers (ICANN.) Instant Domain Search will let you look up a name to see if it's available, and can tell you who is selling them: http://instantdomainsearch.com/

If you must have a domain name someone already owns, do a "whois" search and find out who the administrative contact is for the site. This can be done on the site above, or if you are using OS X or Linux you can open a terminal window and type "whois (domain name)." You may be able to negotiate a price, but don't expect it to be cheap.

Domain registration isn't permanent. Depending on the service you use, a name may be registered from one to ten years, but registration can be renewed endlessly.
