If our core body temperature is 98 degrees (F), why don't we feel neutral once the outside temperature got to 98? Instead, we consider that "hot."

Actually if you sat in a room that was 98 degrees and did nothing naked, you would feel quite comfortable. clothes make it harder to for our bodies to get rid of heat, and any movements, such as walking or pacing will bring our core tempurature up, causing our bodies to try and cool its self. the body cant cool it self down very effectively when the air surrounding the body is the same, or nearly the same tempurature.

The reason is partly in your question... the CORE temperature is 98 degrees (F)... but the core is only the torso and head (I think)... the further out the extremities (arms and legs you get the lower the temperature... ) That's why 98 feels warm to the touch

I know what you mean. I'm guessing that it's because maybe, when the outside temperature is the same as yours, it raises your body temperature.
