Very few places in the world exist where the recreational use of marijuana is legal. Even in countries where marijuana is tolerated, it is illegal on the books. The authorities simply turn a blind eye to it. Some parts of India, the Netherlands, and the Czech Republic are among countries that tolerate the use of marijuana for recreational purposes. In addition, most of Germany does not prosecute for personal marijuana use, although it is strictly illegal. In many other countries and several states in the U.S., marijuana has been decriminalized, but this is not to be confused with legalized. Decriminalized simply means it is no longer a criminal offense, but it is still a civil offense punishable by a fine.
Several countries and states in the U.S. have recently passed laws making marijuana legal if prescribed by a licensed doctor. Medical marijuana may help those suffering from severe conditions and diseases to live with less pain and to live a semi-reasonable life that would not otherwise be possible. Severe penalties exist for anyone abusing this system that are generally harsher than for regular illegal possession.
States that have decriminalized marijuana for first-time offenders are Alaska, California, Colorado, Maine, Massachusetts, Minnesota, Mississippi, Nebraska, Nevada, New York, North Carolina, Ohio, and Oregon. Note, however, that repeat offenders may still be in violation of a criminal offense.
States that support medical marijuana are Alaska, California, Colorado, Hawaii, Maine, Michigan, Montana, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Vermont, and Washington. Each of these states, excluding New Jersey, also allow for those with a medical marijuana license to cultivate a certain amount of plants on their property.
