Most glue in bottles consists of two components -- a sticky substance that is the glue, and a solvent that prevents the glue from drying or sticking. As the glue dries and the solvent is exposed to air, it evaporates, which allows the glue to dry.

Glue bottles are somewhat air-tight, with only a limited amount of air inside the bottle, so glue won't dry until you take it out of the bottle. The air in the bottle is usually insufficient for enough solvent to evaporate and dry out the glue. This is why, sometimes, a nearly-empty glue bottle might dry up - and why glue might dry and get stuck in the bottle's opening.
